There comes a point in every Kickstarter stretch goal meeting where the people running it take the rocketship to crazytown and set what they think will be an unreachable goal just for fun. In the case of the Hillfolk Kickstarter, designer Robin Laws and editor Simon Rogers decided to create an open license version of the Gumshoe system at the 50 000 dollar mark. Then the fans made that dollar amount happen (and then some). The exact nature of this license are still undetermined, but both Laws and Rogers are accepting suggestions from backers on the subject.
Gumshoe is related to Hillfolk only in that both were created by Robin Laws and published by Pelgrane Press, it is a investigation oriented game system that powers a number of Pelgrane games, including Trail of C'thulu, Esoterrists and Night's Black Agents.
