I'm going to start off by saying this: I have never played any Arc the Lad games before so I can't really compare Arc the Lad: Twilight of Spirits to any of the previous games. Having said that, I had the opportunity to play the new installation Twilight of Spirits. I've never been a fan of tactical systems but ToS may break me of this habit. I started playing the game just before a boss bbattle against a bug-like egg-laying queen. When it's your character's turn during battle, you can move freely within their movement range. Once you have moved, you can make an attack, use magic, a special move, items, or just end that character's turn.
Unfortunately, I didn't get a chance to see much of the story to get a feel for the plot (I saw a couple lines of text before going into the boss battle). For a better impression of the story, I must refer you to Zack's impression as he had the opportunity to play the game closer to the beginning.
